Wales, the Brexit referendum and the decade that followed

On 23 June 2016, Wales voted to leave the EU by a margin of 52.5% to 47.5%. The referendum started the first phase of Brexit - a complex legislative process to extract a Member State from the EU for the first time. The second phase turned to what came next – setting up a new UK-EU relationship that is still in its infancy.

Why could Wales follow EU rules?

Last year, the UK Government agreed with the European Commission to follow some EU rules in an agreement called Common Understanding. They’re currently negotiating how to do this. To put whatever’s agreed into place domestically, the UK Government plans to use its European Partnership Bill (“the UK Bill”). Before the election, the UK Government had not shared a draft Bill with the previous Welsh Government.

How many EU citizens stayed in Wales after Brexit?

EU citizens who lived in Wales before Brexit must have applied to stay to the EU Settlement Scheme (EUSS) by 30 June 2021, even if they’ve lived here for decades. Although the deadline was five years ago, the EUSS remains open for late applications.
