New publication: Dog breeding and selling

This guide has been updated following the publication of new regulations; the Animal Welfare (Licensing of Activities Involving Animals) (Wales) Regulations 2021 (PDF 233 KB). If passed by the Senedd they will ban the third-party sale of puppies and kittens.

This Research Briefing:

  • Sets out the regulations on safeguarding animal welfare at dog breeding and selling establishments;
  • Explores the details of new licensing arrangements for pet shops and other selling establishments;
  • Summarises stakeholder reactions to the new regulations, particularly concerning puppy imports and rescue homes; and
