On 29 September 2016 the Office for National Statistics (ONS) confirmed that registered social landlords (RSLs) in Wales had been re-classified as Public Non-financial Corporations for the purpose of the UK national accounts and other ONS economic statistics. The purpose of the Regulation of Registered Social Landlords (Wales) Bill is to reduce central and local government controls over RSLs, identified by ONS, so that ONS can review the classification of RSLs and return them to the private sector.
