The Welsh Government is planning to fundamentally change agricultural policy.

The proposals seen to date would offer a significant departure from the EU’s Common Agricultural Policy, putting more emphasis on reward for environmental public goods from the land.

The draft Sustainable Farming Scheme is due this July with an Agriculture (Wales) Bill to follow in the autumn.

This briefing provides background on agricultural support ahead of the introduction of the Agriculture (Wales) Bill. It explains the CAP system of support from which Welsh farmers are transitioning, WTO rules which must be followed, transitional arrangements and emerging plans for a new and very different support scheme.
