The Planning (Wales) Bill and the Planning (Consequential Provisions) (Wales) Bill were introduced into the Senedd on Monday 15 September 2025.

The Bills aim to consolidate and clarify existing planning legislation in Wales.

The purpose of a ‘Consolidation Bill’ is to improve access to the law by:

  • bringing together all, or most, of the (generally primary) legislation on a specific subject or topic to improve accessibility, and
  • modernising its form and drafting, to make it easier to understand and apply.

Consolidation Bills do not bring about policy reform of any significance and are subject to a specific Senedd procedure.
